Children can't speak or write properly any more

According to this myth writing and speaking has been declining for several centuries, since the 1700's. Would we not be able to writ anymore if this were true? Certainly, the literary education has higher standards than it had in 1700's and every now and then complaints about writing and speaking occur.  Language decline is associated with moral decline and this is the most powerful myth of all. Government is fuelling the discussion by means of a national curriculum to stop decline in writing and speaking. The biggest problem in British English today is the tendency to level out regional differences in speech, this process will continue regardless of grammar tests in schools.
